Vast distances, unforgiving terrain, and complicated permitting processes present unique difficulties for broadband deployment projects in western states and territories. Western Governors support modernizing federal broadband policy with higher broadband speed standards, scalable infrastructure investments, and stronger coordination between federal, state, territorial, and tribal partners. The resolution urges federal agencies to align broadband funding decisions with state deployment plans, improve data collection, and streamline permitting and environmental review processes. Governors also support greater flexibility for states and territories to address remaining coverage gaps and evolving broadband needs and strengthening the capacity of state and territorial broadband offices.
