In correspondence with Deputy Controller Deidre Harrison of the Office of Federal Financial Management at the U.S. Office of Management and Budget (OMB), the Western Governors’ Association (WGA) applauded the department for revising sections of the OMB Guidance for Grants and Agreements, including financial match or cash-on-hand requirements, that rural organizations cannot meet and deter them from applying. The letter of December 4, signed by WGA Executive Director Jack Waldorf, urged the Office of Federal Financial Management to directly engage with states and territories before publication of the final rule and guidance to ensure state and local needs are met. “State-federal consultation results in more effective, efficient, and resilient federal policy,” the letter read. “Through meaningful dialogues with states and territories, federal agencies can avoid unintended consequences and address or resolve state and territorial concerns.” Read the full correspondence for additional details.
