LETTER: WGA urges ‘meaningful, substantive’ consultation between states, CEQ on NEPA updates

The Western Governors’ Association urges leadership at the Council on Environmental Quality (CEQ) to engage in "meaningful, substantive, and ongoing government-to-government consultation with states" on efforts to modify the National Environmental Policy Act (NEPA). "Because states manage environmental and natural resources within their borders and serve as cooperating agencies under NEPA, Governors are critical and essential partners with federal agencies in the statute’s implementation," noted the Feb. 2, 2020 outreach to Mary Neumayr, Chair of CEQ. To inform the council's rulemaking process, the letter signed by WGA Executive Director Jim Ogsbury shared past outreach on the issue and several pertinent resolutions, including Strengthening the State-Federal Relationship.
