LETTER: WGA-led coalition urges EPA to preserve states’ authority under Clean Water Act Section 401

The Western Governors’ Association and nine other leading associations of state officials urge the EPA Office of Water to reject any changes to agency rules, guidance, or policy that would diminish, impair, or subordinate states’ authority under Section 401 of the federal Clean Water Act.  The Dec. 3, 2018 letter to Assistant Administrator David Ross asserts “The best way for Congress and the Administration to improve regulatory efficiency is to engage with states – through Governors – in early, ongoing and meaningful consultation."
