Define the important questions states/provinces need answered to feel comfortable pursuing different    demand response programs (e.g., real-time pricing, time-of-use pricing, demand bidding, regional demand bidding market)

Desired Outcome: 

Identification of the key issues for states/provinces that should be addressed in a year-long WIEB/CREPC effort.
