Western Governors highlight importance of corridor reviews, recommend BLM and USFS process improvements

Western Governors have reached out to Interior Secretary Ryan Zinke and Agriculture Secretary Sonny Perdue to highlight how the Bureau of Land Management (BLM) and U.S. Forest Service (USFS) can improve the review process of pipeline, transmission and distribution right-of-way corridors on federal lands in the West.

Western Governors are concerned that BLM and USFS are reviewing the corridors without creating efficiencies for future land use planning and NEPA reviews or considering parallel regulatory reform efforts. The letter sent on November 21, 2017 provides specific recommendations for improving the corridor review process, including:

  • BLM and USFS should engage in meaningful, substantive consultation with Governors’ designees outside of the stakeholder process and throughout the corridor reviews;
  • BLM and USFS should not delay state consultation until future land use management planning or NEPA reviews; and
  • BLM and USFS should integrate their review of the corridor designations and regulatory review of their land use planning and NEPA processes.
