WGA submits testimony to House, Senate Appropriations for FY 2020

The Western Governors’ Association submitted the testimony of James D. Ogsbury, WGA Executive Director on behalf of the Western Governors to the House of Representatives and Senate Committees on Appropriations Subcommittee on Interior, Environment, and Related Agencies.

The testimony delivered on Feb. 21, 2019 provided comment on the FY 2020 appropriations (watch the hearing) and activities of the Bureau of Land Management, U.S. Fish and Wildlife Service, National Park Service, U.S. Forest Service and Environmental Protection Agency.

The testimony, in part, advocated for:

  • Support for states’ ability to be full partners in the implementation of the Endangered Species Act;
  • Enactment and full funding of a permanent and stable funding mechanism for the Payment in Lieu of Taxes program administered by the Interior Department;
  • States’ authority over the allocation and administration of rights to groundwater located within their borders.
