TESTIMONY: WGA promotes state authority at ‘surplus waters’ hearing before Senate Environment and Public Works Subcommittee

The Western Governors’ Association delivered testimony on June 13, 2018, on behalf of the Western Governors to the U.S. Senate Committee on Environment and Public Works Subcommittee on Superfund, Waste Management, and Regulatory Oversight. The testimony of WGA Policy Advisor Ward Scott commented on the Army Corps of Engineers regulation of “surplus water,” asserting that “The Corps should consult with states, on a government-to-government level, to better understand the impacts the Proposed Rule may have on states’ authority over water resources and ways in which the Corps can partner with states to effectively manage its projects and resources.” Read, download the testimony.
